I visited this lovely capital of Lithuania in the summer of 2015, and was stunned by its mix of ultra-modern and historic, a scenic riverside and mountaintop fortress. The country has come a long way in upgrading its infrastructure and lifestyle since joining the EU, all while maintaining its low cost of living and price level.
